SNK has just announced on their Global Twitter account that The King of Fighters XIV will be coming to PC via Steam.
In their Twitter post, SNK announced that pre-purchase will be available this month, as well as a closed beta. However, the company has yet to announce pre-purchases bonuses and an official release date for the title.

The King of Fighter XIV is already available on PS4.
